The Greene County supervisors are preparing to be able some day to fund work on paved roads in the eastern portion of the county using tax increment financing (TIF) fund. That possibility is included in the proposed urban renewal district needed to use TIF for the first 41 wind turbines built by MidAmerican Energy.
GreeneCountyNewsOnline obtained a draft of the proposed district. As reported earlier, it connects each turbine to the site of the career academy. That building, which is considered to be an economic development tool for the county, will be paid for by $5 million in TIF revenues.
The draft plan goes a step further, and also includes County Road E-26 (170th St) from the Boone County line west to Highway 4, and E-18 (130th St) from the Boone County line west to County Road P-29 (N Ave). County Road P-33 north of E-18 to the Webster County Line; P-29 north of Highway 4 to the county line; and P-33 (S Ave) from Highway 30 to E-18, and P-46 (W Ave) from Highway 30 north to the county line.
County engineer Wade Weiss has lobbied the supervisors to use TIF revenue for road work since they first started discussing TIF. The supervisors have not agreed in a public meeting to do that, but the groundwork is laid.
According to county zoning coordinator Chuck Wenthold, the supervisors at their Oct. 1 meeting will schedule the public hearing needed prior to adopting the urban renewal plan. Correct legal notice and publication of the proposed district will be done following the meeting.
